- 일본의 지방도시 활성화 방안에 대한 고찰 -
한국의 인구는 1970년 통계작성 이후 처음으로 감소세로 진입하였다. 지역적으로는 서울·경기 등 6개 지자체를 제외하고 모든 지자체의 인구가 감소하였다. 이는 0.6명대의 저출산율이 주요 원인이 되고 있으며, 이는 초고령화와 함께 지방도시의 소멸로 이어질 가능성을 점점 높여가고 있다. 하지만 한국은 아직까지도 지방도시 재생에 대한 보다 구 체적인 정책적 대안은 매우 부족한 상황이다. 일본의 경우 1990년대 중반부터 ‘고령화 문제와 지방중소도시 재생’에 대책을 정책적으 로 추진하고 있는데 이중 가장 대표적인 정책이 1995년부터 추진되고 있는 ‘생애활약마찌 구상(生涯活躍のまち構想)’이다. 본 연구는 첫째, 일본의 ‘생애활약마찌’의 기본적인 구상에 대해 고찰하고, 둘째 ‘생애활약마찌’ 구상의 사업주체 및 사업주체별 역할과 추진체계를 분석하며, 셋째 ‘생애활약마 찌’ 구상의 추진프로세스에 대해서 분석하고자 한다. 이러한 연구결과를 통하여 한국의 지방도시 재생 및 지방도시 소멸 등에 관한 정부정책의 수립과 추진, 관련 법규 제정 및 개정 등에 기본 방향을 제시하고자 한다.
Study on the Revitalization Plan of Local Cities in Japan
Korea's population entered a decline for the first time since statistics were compiled in 1970. Regionally, the population of all local governments decreased except for six local governments such as Seoul and Gyeonggi Province. This is mainly due to the low fertility rate of 0.6 people, which is increasingly likely to cause the extinction of local cities along with the super-aged population. However, Korea still seems to lack more specific policy alternatives for local urban regeneration. In the case of Japan, measures for "Aging society and Regeneration of Local Small/Medium-sized Cities," have been executed since the mid-1990s, and the most representative policy is the "Life-Active Town Plan"(hereinafter, 'LATP') which has has been executed since 1995. First, this study aims to examine the basic idea of Japan's 'LATP', secondly to analyze the role and implementation system of the 'LATP' concept, and thirdly to analyze the process of promoting the 'LATP' concept. Through these research results, this study intends to present basic directions for the establishment and promotion of government policies on the regeneration and extinction of local cities in Korea, and the enactment and revision of related laws.
