- 친환경 녹색건축물의 감정평가 실태 및 제도개선에 관한 연구 -
2013년 제정된 ｢녹색건축물조성지원법｣에 따른 녹색건축인증제도 시행과 그린리모델 링, 제로에너지건축물로 대표되는 ‘2050 탄소중립을 위한 녹색건축 활성화 방안’ 발표 등으 로 친환경가치에 대한 사회적 수요와 이를 반영한 감정평가에 대한 필요성이 커지고 있다. 이에 본 연구에서는 친환경가치(Value of Green)의 객관적 평가와 감정평가 반영의 필요성 을 검토하고, 이를 바탕으로 친환경녹색건축물의 적정가치 평가방안을 모색해보았다. 이를 위해 한국과 주요국의 녹색건축물 감정평가제도 등을 검토하고, 감정평가사를 대상으로 설문조사를 실시하여 친환경가치 인식 수준과 감정평가 실태를 분석하였다. 이를 토대로 감정평가 기법은 3방식 중심 녹색건축물의 감정평가 대안을 제시하고, 제도적으로는 친환 경가치 감정평가 실무기준제정, 친환경건축물 신축표준단가표 및 관련 매뉴얼 작성․배포, 친환경건축물평가 감정평가정보 구축 의무화 등을 대안으로 제시하였다.
A study on the Current situation, Recognition of Appraisal Methods and the Appraisal System Improvement of Green Buildings
The social demand and need for the appraisal for the Value of Green have been increased by enforcement of Certification of Green Buildings in accordance with the ｢Green Buildings Construction Support Act｣ in 2013. These social attention also has been generated by 'Net Zero Emissions by 2050' according to Green-Remodeling and Zero-Energy Building. Therefore, the authors studied the objective evaluation and needs for reflection on the appraisal of 'Value of Green'. We also sought to find the appraisal method of the reasonable and fair market value of green buildings. This paper aims to analyze the appraisal system for Green Buildings in Republic of Korea and other major countries. In addition, this paper suggests the alternative appraisal of Green Buildings and the establishment of standards for appraisal practice for 'Value of Green', the production and distribution of unit price tables for new construction and manual, and the DB construction of green buildings appraisal cases.
