- 코로나19 시대의 공간적 포용성 - 국가적 재난상황과 재난 안전망 구축 - -
COVID-19로 인한 불확실성은 사회 구성원 모두에게 다양한 영향을 끼쳤다. 특히 사회 적 거리두기와 비대면 소통으로 요약할 수 있다. COVID-19 관련 대책은 ‘공간’에 대한 관 점의 변화가 필요함을 말해준다. 재난 및 안전 문제에 관한 공간적 포괄성은 취약한 사회 집단의 최소 삶의 질을 유지하는 역할을 하기 때문이다. 또한, 모든 지역 및 계층에 대한 사회안전망에 대한 액세스를 보장하는 역할을 하기 때문이다. 보건, 의료, 질병, 예방, 방재 분야에 공간적 포괄성이 구축되어야 하는 이유이고, 나아가 이러한 분야에서의 공공성을 더욱 강화해야 한다고 주장하는 것이다. COVID-19 이후 포괄성에 대한 인식은 더욱 새로 워졌다. 과거 취약계층 배제와 기회의 측면에서 포괄성이 논의되었다면, 이제는 포괄성과 배제는 생존과 직결하여 더욱 중요하게 다루어야 한다는 것이다. 강조하면, 재난 및 안전 분야에서 공간적 포괄성은 더욱 중요하게 다루어질 필요가 있다.
The Spatial Inclusivity in the Coronavirus 19 Era - National Disaster Situation and Establishment of Disaster Safety Net -
The uncertainty resulting from COVID-19 has had various effects on all members of society. In particular, measures related to the Coronavirus, which can be boiled down to social distancing and non-face-to-face communication, highlight the necessity to discuss a change in perspective toward ‘space’ – the base of life. Spatial inclusivity with regard to the disaster and safety issue serves to maintain the minimum quality of life for vulnerable social groups in particular. Furthermore, it serves to guarantee access to the social safety net for all regions and classes. Therefore, spatial inclusivity must be built in the fields of health, medical care, disease prevention, and disaster prevention, and furthermore, it is necessary to further reinforce publicness in these fields. COVID-19 has renewed the perception toward inclusivity. If inclusivity was discussed in terms of exclusion and opportunity for vulnerable social groups in the past, inclusivity and exclusion now are issues directly related to survival. Hence, spatial inclusivity in the disaster and safety field must be treated with more importance.
