- 일본의 공가 대책 체계에 관한 고찰 -
일본은 공가 수가 820만호에 이르며, 이는 전국 주택수의 약 13.5%로 이른다. 일본은 점 점 증가하고 있는 공가 문제를 해결하기 위하여 다양한 대책을 강구하고 있다. 본 연구는 이러한 일본의 공가대책이 어떤 주체에 의해서 어떠한 시책이 이루어지고 있는지에 대한 체계에 대해서 살펴보았다. 연구결과는 다음과 같다. 일본의 공가 대책은 첫째, 관련 법제정 이전부터 시초우손이 조례제정에 의해 이미 시행해 왔으며, ‘창생종합전략’과 ‘창생기본방침’의 제정을 통해 지 원하고 있다. 둘째, 국토교통성이 ‘국토교통성 중점정책’을 수립하여 사회자본정비종합교부 금 등을 활용하여 지원하고 있다. 셋째, ‘공가특별조치법’과 기본 지침, 가이드라인 등을 마 련하여 시초우손의 공가 대책 수행을 지원하고 있다. 넷째, 고정자산세 감면과 양도소득세 특별공제제도를 도입하여 공가의 활용과 소각, 유통을 지원하고 있다. 다섯째, 국토교통성 에 의한 ‘공가 재생 등 추진사업’과 ‘공가 관리 등 기반강화 추진사업’을 통해 공가의 활용 과 소각, 공가관련 비즈니스 등을 육성·보급하고 있다.
A Study on Measure System for Vacant Houses in Japan
Vacant houses have reached to 8.2 million and this figure accounts approximately 13.5% of total housing in Japan. Japan has seeked for diverse measures to solve such problem of vacnat houses. This study has focused on what kind of measures are being made and provided by which subjects. The results include as following: First, measures for vacant houses, including 'human integrated strategies' and 'human basic policies', had been already provided by regional government entities before enacting relevant regulations. Secondly, Japanese Ministry of Land, Infrastructure, Transport and Tourism(hereinafter, "JMLITT") is currently providing the subsidies of social capital complex by establishing the 'JMLITT policy measures.' Thirdly, 'Vacant Housing Special Act', basic policy meausre, and guidelines are prepared in order to support the local measures of vacant housing. Fourth, ｢Tax reduction on fixed property tax｣ and ｣Special Deduction Plans for Capital Gain Tax｣ are adopted to support the utilization, demolision and distribution of vacant housing. Fifth, Through 'Vacant housing projects', and 'Consolidation of Foundation Projects including the management of vacant houses,' both by 'JMLITT', vacant houses are being utilized and demolished and related projects are being fostered and provided.
