- 1인 가구 정책 수요와 정책 대안에 관한 연구 - 서울특별시 설문조사를 중심으로 - -
서울시 1인 가구 증가의 원인은 치열한 교육 경쟁과 노동시장의 경쟁 구조라고 볼 수 있다. 이러한 1인 가구의 증가는 지속할 것이고, 주택 수요에 대한 공급 부족이라는 불균형 문제와 나아가 저출산 및 국가 경쟁력 저하로 귀결될 것이다. 1인 가구의 고립과 단절은 공동체 질서의 균열을 의미한다. 민간 부문의 1인 가구 문제 해결은 제한적일 수 밖에 없다. 이제는 공공부문이 사회통합의 역할과 기능을 확장할 수 있는 다양한 방안을 모색해야 할 때이다. 1인 가구가 어떤 정책을 원하는지 설문조사를 실시했다. 1인 가구원 으로 살아가면서 느끼는 사회적 편견에 대해서는 크게 의식하지 않은 것으로 나타났다. 1인 가구를 자발적으로 선택하였다, 향후 우리 사회가 1인 가구가 보편적인 가구 유형이 예상된다. 1인 가구의 특성인 연령, 소득, 거주지별 정책 수요를 조사한 결과, 모든 특성 변수에 관계없이 주거 안정 지원이 1위를 차지하였다. 주거 안정을 위한 지원책은 단기 적으로는 청년임대료 지원, 중장년층 주택구입 금융지원, 고령자 주택수선비 지원이 효 과적이다. 국가는 중장기적으로 서울시의 준공업지구를 1인 가구 특구로 지정한 후 공공 직접 시행사업으로 1인 가구를 위한 공유주택을 개발해야 한다.
A Study on Policy Demand for Single-person Households and Policy Alternatives – Focus on the Survey of Seoul Metropolitan City –
The reason for the increase in single-person households in Seoul is the fierce competition in education and the competitive structure of the labor market. Such an increase in single-person households will continue, leading to an imbalance of housing demand and a lack of supply, resulting in a low birth rate and a decrease in national competitiveness. The isolation and severance of single-person household members signifies a rift between the community order. Solving the problem of single-person households in private and private sector is bound to be limited. Now is the time for the public sector to find various ways to expand the role and function of social integration. A practical survey was conducted on what kind of policy each single household member wants. It was found that they were not very conscious of the social prejudice they felt while living as a single-person household member. Single-person households were chosen voluntarily. As a result of the survey on policy demands by age, income, and residence, which are characteristics of single-person households, support for housing stability were ranked first regardless of all characteristic variables. As for the support measures for housing stability, in the short term, rent support for young people, financial support for housing purchase for middle-aged people, and housing repair cost support for the elderly are effective. In the mid- to long-term, after designating the semi-industrial area in Seoul as a special district for single-person households, the state should develop shared housing for single-person households as a public direct implementation project.
