- 도시재생과 연계한 학교시설 복합화 활성화 방안에 관한 연구 -
본 연구는 마을단위에서 교육, 보육, 문화, 복지 등 기초적인 생활인프라의 공급을 통해 지역주민의 삶의 질을 향상시키며, 지역공동체를 강화하고, 지역내 한정된 공공자산과 부 족한 토지의 효율적 사용을 통해 국가 예산을 절감할 수 있도록 생활SOC사업에 연계한 학 교시설 복합화을 추진함에 있어 보다 효율적이고 지속가능한 정책 및 제도적 개선 방안 등 을 제시하고자 시작하였다. 기존의 선행연구를 검토하고 도시재생전문가 설문조사(FGI설문)를 실시하여 통계적 기 법으로 연구를 진행하였다. 분석결과, 생활SOC로서 학교 복합화 시설은 지역공동체의 거점으로 매우 중요하며 특 히 부지확보 측면에서 중요하며, 운영관리 책임문제를 명확히 하기 위한 통합적 행정지원 시스템이 필요한 것으로 나타났다. 지역 특성과 주민의 요구를 반영한 생활SOC시설, 미래 사회에 적합하며 안전한 학교환경, 지속가능한 운영을 위한 예산확보와 민간자본유치, 마 을기업 등 다양한 사업방식도입을 고려해야 함을 알 수 있었다. 생활SOC에 연계한 학교 복합화 시설은 학생과 지역주민이 함께 이용함으로써 공동체를 회복하고 부족한 생활 인프라의 공급을 통해 정주민의 삶의 질을 향상시키는 효과와 토지 이용효율 상승, 공공시설의 고른 설치로 국가균형발전 효과를 유도 할 수 있다는 점에서 그 의미를 찾을 수 있을 것이다.
A Study to support Mixed-Use School Facilities in connection with urban regeneration
This study was begun to suggest more efficient and sustainable policies and measures for improvement in the promotion of the mixed-use school facilities linked to living SOC projects to improve the quality of life for community residents through the provision of basic living infrastructure such as education, child care, culture and welfare at the community level. The research was carried out using statistical techniques by reviewing previous studies and conducting a survey of urban regeneration experts (FGI questionnaire). According to the analysis results, the mixed-use school facility as a living SOC is very important as a regional community hub, especially in terms of site security, and an integrated administrative support system is needed to clarify the issue of operational management. It was noted that diverse business methods such as private capital inducement and community businesses should be considered for the purpose of securing and maintaining budget for sustainable operation, suitable for living SOC that reflect regional characteristics and the needs of local residents.
